Language: English, Cebuano, and what the Filipino rule actually is

English is a medium of instruction across Cebu's universities and is widely used in shops, transport and services, so the classroom transition is usually straightforward. The everyday street language is Cebuano (Bisaya) rather than Tagalog — a difference from Manila that surprises some students, though it rarely affects study.

On a point that older guides get wrong: Filipino and Panitikan are no longer core general-education subjects nationally. CHED's Memorandum Order No. 20, series of 2013 excluded them from the core general-education curriculum, and the Supreme Court upheld that order, denying the motion for reconsideration. Individual universities may still include language subjects in particular programmes at their own discretion, so check your specific programme's curriculum on its official page rather than assuming either way.

Where students live and what it costs

Housing options include on-campus dormitories, private boarding houses, and shared apartments or condominiums near campuses — and because USC in particular is spread across Metro Cebu, the campus you are admitted to should decide the area you search in, not the other way round.

Getting around Metro Cebu

Traffic between the cities is a real factor in commute times, which is why campus location matters more here than the map suggests.

How Cebu differs from Manila, and next steps

Compared with Metro Manila, Cebu is smaller and generally less congested, with quicker access to beaches and islands; Manila is larger, with more institutions, employers and flight connections. Both are major student and business hubs.
