The question this guide answers
If you study a non-medical subject in Russia or the CIS — engineering, IT, business, economics, the sciences, the humanities — a natural question follows: will an Indian employer or university recognise the degree? Most "recognition" guidance online is about medical degrees and licensing, which is a completely different system. This guide is about the non-medical route.
For non-medical foreign qualifications, the India-side academic recognition route runs through the Association of Indian Universities (AIU), which issues an equivalence certificate confirming that a foreign qualification is treated as equivalent to a corresponding Indian one. This is separate from the medical route (NMC/NEET/screening exam) and separate from Russia-side recognition.
This is general information to help you navigate the process — it is not immigration, legal or professional-recognition advice. Every requirement below should be confirmed on the official AIU source, because processes and fees change.
- Covers NON-medical degrees: engineering, IT, business, sciences, humanities.
- The India-side academic route is the AIU equivalence certificate.
- This is different from the medical (NMC/NEET) recognition route.
What the AIU equivalence certificate is
The Association of Indian Universities evaluates foreign academic qualifications and grants an equivalence certificate stating that your foreign degree is equivalent to the corresponding Indian degree. The AIU's Evaluation Division assesses credentials from accredited foreign universities and provides its assessment to students, universities and government agencies.
The equivalence covers a range of levels — school-level examinations, and higher-education qualifications from bachelor's up to PhD — from accredited/recognised foreign institutions. It is used for purposes such as admission to Indian higher-education institutions, employment, and to support banks with education-loan decisions.
Crucially, a government gazette notification records that foreign qualifications recognised/equated by the AIU are treated as recognised for the purpose of employment to posts and services under the Central Government. That is why the AIU certificate is the practical anchor for non-medical recognition in India.
- AIU evaluates foreign degrees and issues an equivalence certificate.
- Covers school-level and higher-education levels (bachelor's to PhD).
- AIU-equated qualifications are recognised for Central Government employment (per gazette).
How the AIU process works
Applications for equivalence of a foreign degree or certificate are accepted by the AIU through online mode only, via its evaluation portal. You register, complete the form, upload your documents, pay the applicable fee, and track the status online.
The assessment considers whether the awarding institution is accredited/recognised, and evaluates the qualification against the corresponding Indian standard. Because it is a document-based evaluation, having complete, properly certified transcripts and degree documents matters.
The specific fees, document list and processing time vary and are set by the AIU — do not rely on any figure quoted second-hand. Confirm the current requirements, fees and timelines on the official AIU evaluation portal before you apply, and keep certified copies of everything you submit.
- Applications are online-only, via the AIU evaluation portal.
- It is a document-based evaluation — certified transcripts/degrees matter.
- Fees, documents and timelines change — confirm on the official AIU portal.
Keep the AIU route separate from other recognition routes
It is easy to confuse several different "recognitions," so keep them distinct. The AIU equivalence certificate is the India-side ACADEMIC recognition for non-medical degrees — for Indian jobs and further study. It is not a professional licence.
A separate, Russia-side recognition of foreign education exists in Russia itself, handled by the national information centre under Rosobrnadzor (Glavexpertcentr). That process is about using your qualification within Russia — it is not the same as India-side AIU equivalence, and one does not replace the other.
And for regulated professions, academic equivalence is not enough on its own. Medical graduates follow the NMC/NEET/screening-exam route; pharmacists deal with the Pharmacy Council of India; nurses with the Indian Nursing Council; and various fields may need a professional body's clearance. If your field is regulated, check that body's requirements in addition to AIU equivalence.
- AIU equivalence = India-side ACADEMIC recognition for non-medical degrees.
- Russia-side recognition (Glavexpertcentr/Rosobrnadzor) is a different, separate process.
- Regulated professions (medicine, pharmacy, nursing) need their own professional body too.
A note on technical fields (engineering)
For technical qualifications such as engineering, academic equivalence through the AIU is the general non-medical route, but individual institutions, employers or public-service recruiters may apply their own additional checks — for example, when you use the degree for a particular admission, competitive examination, or government post.
Different authorities can have different acceptance rules, so the safest approach is to confirm what the specific end-user needs. If you are applying for a job, ask the employer or recruiting body what recognition they require; if for further study, ask the admitting institution.
Do not assume that one certificate satisfies every purpose. Match the recognition you obtain to the exact use you have in mind, and verify each requirement on the relevant official source rather than assuming a single document covers everything.
- AIU equivalence is the general non-medical route, including for engineering.
- Employers, recruiters and institutions may add their own checks.
- Match the recognition to the exact end-use; verify with that end-user.
Frequently asked questions
Is a non-medical Russia/CIS degree recognised in India?
For academic recognition, the India-side route is the Association of Indian Universities (AIU) equivalence certificate, which states that your foreign degree is equivalent to the corresponding Indian one. It is used for jobs and further study. Confirm current requirements on the official AIU portal.
What is the AIU equivalence certificate used for?
It supports admission to Indian higher-education institutions, employment, and education-loan decisions. A government gazette notification records that AIU-equated foreign qualifications are recognised for Central Government employment.
How do I apply for AIU equivalence?
Applications are accepted online only, through the AIU evaluation portal: register, fill the form, upload certified documents, pay the fee and track the status. Fees, documents and processing times are set by the AIU and change — verify on the official portal.
Is AIU equivalence the same as the medical (NMC/NEET) route?
No. The AIU route is academic recognition for non-medical degrees. Medical graduates follow a separate NMC/NEET/screening-exam route to practise in India. Keep the two entirely separate.
Does AIU equivalence let me practise a regulated profession?
No. AIU equivalence is academic recognition, not a professional licence. Regulated fields — such as medicine, pharmacy and nursing — require clearance from their own professional bodies (NMC, PCI, INC and others) in addition to academic recognition.
Is Russia-side recognition the same as AIU equivalence?
No. Recognition of foreign education within Russia is handled by the national information centre under Rosobrnadzor (Glavexpertcentr) and applies within Russia. AIU equivalence is the separate India-side process. One does not replace the other.
