What credential recognition means (and what it is not)

Credential recognition — often called nostrification — is Russia's official confirmation that your foreign qualification is equivalent to a Russian one, so it can be used to enrol in a Russian university. It answers the question: does my Indian Class 12 certificate or bachelor's degree count as a valid entry qualification here?

This is different from two other steps students often confuse it with. It is not the apostille (which only authenticates that your Indian paper is genuine — done on the India side). And it is not the India-side AIU equivalence you might later need to use a Russian degree back home. Recognition-for-Russia is a destination-side academic-equivalence step.

Who decides recognition in Russia

The decision on recognition of foreign education and qualifications is taken by Rosobrnadzor — the Federal Service for Supervision in Education and Science. The technical evaluation of your documents is carried out by the national information centre under Rosobrnadzor (commonly known as Glavexpertcentr), whose official portal is nic.gov.ru.

In practice, Glavexpertcentr examines your certificate or diploma, compares it against Russian standards, and Rosobrnadzor issues the recognition decision. Universities rely on this system so they can admit international students on a consistent basis.

When you may not need a full recognition procedure

Not every applicant has to go through the full evaluation. Russia has bilateral education agreements with a number of countries, and where such an agreement covers your qualification, recognition can be simplified or automatic — your documents may be accepted without a separate full evaluation.

Whether your specific certificate falls under such an arrangement, and what that means for your application, is something only the official channel can confirm. Do not assume — check with the university and, where relevant, the nic.gov.ru portal, because the rules that apply to a school certificate can differ from those for a bachelor's degree.

  • A bilateral agreement may allow simplified or automatic recognition of a covered qualification.
  • Some qualifications on a recognised list are accepted without a full case-by-case evaluation.
  • Where no such arrangement applies, you complete the standard evaluation via Glavexpertcentr.

The standard recognition procedure, step by step

Where a full procedure is required, it broadly follows the same shape. Exact requirements, forms, fees and timelines are set by the official channel and change, so treat this as an orientation and verify each step on nic.gov.ru or with the university.

  • Prepare your original qualification documents (certificate/diploma and transcript) and, where required, an apostille and a certified Russian translation.
  • Submit an application for recognition to Glavexpertcentr (the national information centre), online or through the accepted channel.
  • Glavexpertcentr evaluates the documents; it may contact the issuing institution to confirm authenticity, which can extend the timeline.
  • Rosobrnadzor issues a recognition decision / certificate, which you then present to the university.

How recognition fits into your admission timeline

Because an evaluation can take time — especially if the issuing school or university has to be contacted — start early and keep recognition on your admission checklist from the beginning. Many universities coordinate or advise on this step for their admitted international students, so ask the international office how they want it handled and whether they submit on your behalf.

Frequently asked questions

Is nostrification the same as an apostille?

No. An apostille (done in India by the MEA) only certifies that your document is genuine. Nostrification / recognition in Russia is a separate academic-equivalence step, decided by Rosobrnadzor with evaluation by Glavexpertcentr, confirming your qualification counts for admission.

Do all applicants have to go through Glavexpertcentr?

Not necessarily. Where a bilateral agreement or a recognised-list arrangement covers your qualification, recognition may be simplified or automatic. Where it does not, you complete the standard evaluation. Confirm which applies to you on nic.gov.ru or via the university.

Who actually issues the recognition decision?

Is this the same as getting my Russian degree recognised in India later?

No. Recognition-for-Russia lets you enrol in Russia. Recognising a completed Russian degree back in India (for example via AIU equivalence for non-medical qualifications, or the NMC route for medicine) is a separate India-side process covered in its own guide.

How long does recognition take?

It varies, and can be longer if the issuing institution has to be contacted to confirm your documents. We do not quote a fixed time here — check the current timeline on nic.gov.ru and start the process early so it is done before your university deadline.
