No single Gulf-wide regulator — verify per country on the official source

One region, six separate systems

The Gulf Cooperation Council (GCC) covers six countries — the United Arab Emirates (UAE), Saudi Arabia, Qatar, Oman, Bahrain and Kuwait — and each runs its own higher-education system. There is no single Gulf-wide regulator or register.

This guide maps each country's official higher-education authority and quality-assurance body so you can go straight to the right place to verify that a university is recognised and a programme accredited. Treat the official portal for each country as the source of truth, and confirm the current details yourself before applying or paying.

United Arab Emirates (UAE)

In the UAE, higher education sits under the Ministry of Higher Education and Scientific Research (MOHESR), with the Commission for Academic Accreditation (CAA) licensing institutions and accrediting programmes.

In Dubai, many private institutions and branch campuses are additionally regulated by the Knowledge and Human Development Authority (KHDA). To verify a UAE institution, search the CAA portal for the institution and exact programme, and check KHDA where it applies.

  • Oversight: Ministry of Higher Education and Scientific Research (MOHESR)
  • Accreditation body: Commission for Academic Accreditation (CAA)
  • Dubai private institutions: also regulated by KHDA

Saudi Arabia and Qatar

In Saudi Arabia, higher education falls under the Ministry of Education, and the country operates a national "Study in Saudi" platform for international applicants. The Education and Training Evaluation Commission (ETEC) is the country's evaluation and quality-assurance authority. Use the official Ministry and Study in Saudi portals to confirm an institution and programme.

In Qatar, the Ministry of Education and Higher Education oversees higher education, and Qatar Foundation hosts a number of institutions and international branch campuses within Education City. Verify a Qatari institution and programme through the Ministry's official portal.

  • Qatar — Ministry of Education and Higher Education; Qatar Foundation hosts Education City institutions

Oman, Bahrain and Kuwait

In Oman, the Ministry of Higher Education, Research and Innovation oversees the sector. In Bahrain, the Higher Education Council operates under the Ministry of Education, with national quality-assurance arrangements for institutions and programmes. In Kuwait, the Ministry of Higher Education is the relevant authority.

For each of these countries, use the official ministry portal to confirm that an institution is recognised and that the specific programme you want is accredited. Because arrangements and listings can change, always check the current status on the official source.

  • Oman — Ministry of Higher Education, Research and Innovation
  • Bahrain — Higher Education Council, under the Ministry of Education
  • Kuwait — Ministry of Higher Education

How to use this map

Whichever GCC country you are considering, the method is the same: go to that country's official higher-education authority, search the institution by its full official name, and confirm the exact programme is accredited.

For branch campuses, also verify any home-system recognition through the home country's official channel separately. And if recognition in your own home country matters, confirm that with your home country's official recognition authority. Keep your checks grounded in official registers, and re-verify close to the time you apply.

  • Pick the destination country's official authority from this map
  • Search the institution's full official name and the exact programme
  • For branch campuses, also confirm home-system recognition separately
  • Re-verify on the official source close to when you apply
